Submission Overview: Power Singh Inc., on behalf of two Johannesburg-based shelters who work to provide care, support, and a safe space for victims and survivors of gender-based violence (GBV) and their children, preprepared a submission to the Minister of Social Development Victim Support Services Bill. The Bill seeks to provide a framework within which victim support services must be provided to victims of violent crime. The submissions focused on the unintended consequence the Bill may have for persons in already vulnerable positions. The submission further focused on various definitional components of the Bill; concerns relating to the registration of victim and survivor support facilities, and the inclusion of criminal penalties in the Bill.
