Mozambique: New cybersecurity law proposed

On 22 November 2022, Mozambique’s National Institute of Information and Communication Technologies (INTIC) published a draft Cybersecurity Bill. The bill aims to guarantee the security of citizens and institutions in the digital age, as well as to ensure the protection of digital networks, information systems, and critical infrastructures in cyberspace.

If passed, the law would establish the National Cyber Security Council (CNSC) as a central body responsible for ensuring the alignment of policies, strategies, and other guiding documents on cybersecurity and would be chaired by the Minister of Information and Communication Technology.

This proposed bill consolidates the national framework on internet regulation in Mozambique, which currently includes, amongst others, the Information Society Policy (approved by Resolution no. 17/2018 of 21 June), the Electronic Transactions Law (Law No. 3/2017 of 9 January), and the Telecommunications Law (Law No. 8/2004 of 21 July).

The law is currently open for public comment, but no deadline for submissions has been announced.
