Call for comment: Portfolio Committee invites comments on the National Council on Gender-Based Violence and Femicide Bill
On 10 April 2023 the Portfolio Committee on Women, Youth and Persons with Disabilities issued a call for written comments on the National Council on Gender-Based Violence and Femicide Bill (“the Bill”). The Bill was introduced to the National Assembly on 29 November 2022 by the Minister of Women, Youth and Persons with Disabilities.
The Bill aims primarily to establish, as its name suggests, a National Council on Gender-Based Violence and Femicide (“the Council”).
The Council will be a statutory body responsible for providing strategic leadership in preventing and responding to gender-based violence and femicide in South Africa. The Council aims to facilitate a co-ordinated and structural approach between relevant stakeholders for the prevention and elimination of gender-based violence and femicide, which includes setting short, medium, and long term priorities, and ensuring the establishment and maintenance of a platform for sharing information and best practices on the prevention of and response to gender-based violence and femicide.
Amongst other things, the Bill provides for the Council’s objects and functions, the appointment and terms of the Board and members, the establishment of committees of the Board and for the appointment of the Chief Executive Officer and the Secretariat Unit of the Council.
